Go to your documents

Then go to Rockstar games/GTA IV/Videos/Rendered

Pick out your video from there and upload it to youtube

but in that folder the rendered videos are in some weird .meta extension.

They should be there, have you made sure you rendered your videos first and saved them?

Are there any other files in the rendered document?

Yes, I rendered a video in the in-game editor at 720p, went to the folder and the rendered video is in a ".meta" extension, I have no idea which player deals with that extension.

Hmm, try rendering it as a WEB format and see if it's there.
