That could well be a factor. Those are called tankslappers, and it's the bikes way of simultaneously telling you that it's lost stability and that you're probably fucked. The closer the suspension forks are to 90 degrees from the ground, the more likely it is this'll happen, but I think it makes cornering and a decent angle of lean easier too... And you can't really wheely a Harley ^^
