The 3/5th rule comes up by uneducated morons a lot. It was established to FIGHT slavery. The southern lan owners used the slave population as head count for elections so they get more representatives. The abolishionist conservatives then said "you cannot have it both ways". Denying blacks the vote but counting them as citizens when it fits the plan was illogical.
I'm glad Rangel is there to display the stupidity and lack of knowledge of statist democrats to everyone.
