Yeah I know, but even then, he should just used 5/5 toughness and 2/2 Runic Power Mastery instead of 2/3 Annihilation. 130 Runic power make very big difference in Bursting. It doesn't make sense. And afaik toughness bug only works on Hamstring and Chain of Ice. Even if they play against Warr here, he is prot, which mostly use Stuns. :/
Watch top 30 DKs on all servers and show me at least few who doesn't use it... Point is that 2% crit chance with melee abilities isn't worth it 30 RP loss, 130 RP = 3 Coils, which is good burst, but what should I know he is playing, I don't understand his Logic...

Toughness and other similar talents are bugged to grant 50% movement reduction rather then 30%. Likely why he maxed it.
