There is a place to drive to get on the train tracks. Been a while since I played it but I think there is a tunnel and you can drive your vehicle off the enbankment around the tunnel and get on the tracks.

I just finished playing and I'm over 18%. I tried 30 minutes to get my game to load while ago and finally I unplugged the ethernet cable and held power button until it shut system down and restarted and worked. I disabled autosave and cleared my system cache and cookies. Hope it don't cause no more problems. This game really pushes the limit.
