Plus, they probably see tornadoes and hear warnings all the time, so if the tornado did have a strong chance of actually hitting the building, I doubt their behavior would be the same. The principal did the right thing. Policy in many districts require students and faculty to take shelter immediately after the issuance of a tornado warning, whether there is a live tornado or not. If it weren't for that rule, many students across America would be dead.
