The Creeper's backstory in the animated series makes SO more sense than his current ones. We have either 1.) He was wearing all that as a disguise. Yellow skin was makeup/a mask now permanently fused to his skin. 2.) Its all a weird reaction to a super-cure. He grew a boa of tendrils. or 3.) He's a type of demon. They all look like that.

@nygge I forget where I read it, but I think that was how the original Freakazoid was supposed to be back when it was at the planning stages (Paul Dini wrote the original script before the execs decided to make it 100% comedy, and since he's one of the main writers for Batman, well, this happened).
