I'm just going to say that that is the part you were referring to, to me, it still looks like there is smoke coming from the N side of the tower, you can see the streaks of smoke against the tower as it blows around the western face of the building (man I hope that made sense!) I am a professional animator, and I can say that IF the smoke is faked/animated it would not be drawn or painted, it would be simulated in a 3d program which can handle any camera angle. This isn't perfect however, and it is unlikely that simulated smoke would look this real. It is common to use pieces of real footage to make animations look more convincing. IF this was faked, that probably played a part.
