I'll say this in simple English, he plans to basically go back to the Clinton tax program, which gave us the greatest economic boom in history. He plans to remove programs that don't work and use the money to fund a program to provide health care to American children. He plans to safely end the war in Iraq with tough diplomacy and use the money saved for these goals. Is it perfect? maybe not, buts its better than McCain wanting do the same as the last 8 years.
