@tocarress I've always thought it to be a vague reference to the serial killer in "Silence of the Lambs" who liked to dress up as a woman and wear womens items like Lipstick.

No official explanation for this scene exists to my knowledge, Steve never said anything and Wiki has nothing on it. I'm pretty sure the director just wanted to emphasise that this person was some fruitloop serial killer :)
