yes, that is acceptable bcuz they dont have anything else to do, so they rnt doing anything, they are not programmed to know that the item is in the air and wutever coordinates to get out of the way or wutever...

She only stood there because there was no where else to move or go to (accoding to her there was no other "object" to fight lol)
I guess thats how they programmed Brawl CPU's but yes I believe it was a lvl9 bcuz they do that in Melee and in the 64 version.
