I think this is HL Beta on Hard mode. That was actually the barnacles were supposed to work. Devs took it out because having to look up every 5 seconds to check for barnacles because you couldn't see their tounges was annoying.

I think a smarter design for the barnacle would be it shooting the tongue down when a possible target enters the area. Rather than just letting it hang there fully visible.

(Kinda like in this video, only fully retracted, but they don't do that in HL2)
