Sounds like someone either got their hands on a mp3jay or is just using a daw and its phaser effect along with cutting and repeating 8ths of a bar at different points. Also the outputs too high, you're getting a lot of clipping. Find a decent program like reason, ableton or cubase and get more ambitious.
