theres a small pad behind your rear leg placement but its not a brake its to slow the wheel coming into bends so its turn or crash

No, that IS a brake. It is a lever activated by your rear calf that activates a disk brake on the rear wheel. Most guys don`t use it in racing though. Competition has gotten so tight that its all about knowing the right lines around the corners so you can take the whole course without (or with very little) braking.
