No, it's not part of a song. The "Nyan Nyan Service" melody is a song by itself. :3

"Nyan Nyan" is a Chinese restaurant where one of the main characters works, and the song she sings is the commercial jingle. I don't think you'll find it on the Macross Frontier OST though... It might be hidden among the long tracks that included lots of songs... as it is those are the only titles to have the "Nyan Nyan" in their title... if that makes any sense at all.
