Here is what I think the first half is showing us, the girl sitting down checking out those viles is the head of either 'The Organization', which Ada sent the real samples, or 'S', the company to which Wesker was contacting with. The masked 'dude', as Vincent971Elric puts it, has breasts. Also, the way she walks at 1:02, is not a way most men walk. Especially Wesker. And HUNK. They are just way too manly. Oh, and that's not Chris in that vehicle at 0:25.
