This video is actually good advice. If you're far enough to still be alive, flat against the ground with something blocking you from flash and debris is the best place to be. If it's a small weapon (fission only), most of the effects will be blast/wind/debris.

They tested this extensively during the 1950s and 60s atmospheric tests using mannequins. The US government also did extensive studies of the two japanese bomb sites to determine the effect of nuclear weapons on people and structures.

I think I know why this video was made, I served in the USAF from 1995-1999, we were given some basic Nuke and chemical training, NBC, (nuke, bio, chem) for nukes it was to take cover, and pull our sleaves on our shirts down. Granted it wont help really, but its to "minimize" harm; so if you have a large civilian pop, you tell them what you can, its better than nothing, but dont tell them it wont help much, whats the point really?..This was just an attempt to be resourseful as opposed to nothing
