You may say it was not a planned attack, but for the politicians or those in power it definitely was. Japan lacked a lot of resources so invading China would have priority to Japanese, but they needed an excuse. The so called apologies ("expressions of regret") are insufficient given that Chinese are still being harmed by chemical weapons left behind by Japanese. A large portion of Japanese still deny that they did anything wrong so the "expressions of regret" are also false.
