I can't help but feel bad for this president. Kudos to him for not wanting this to fall to the next president. Dick Cheney and George Bush are two of the biggest blemishes on modern American history.

Cheney, Rumsfeld, Wolfowitz... and Bush... were drawing down ActDu military, and closing bases through both terms... when they were ALSO committing forces to Iraq and Afghanistan. Those came mostly from Reserve components, and resulted in multiple deployments for those Reserves. Obama is now building up the ActDu side again... because the Reserves are beyond exhaustion.
That's the legacy Cheney left, and for which he should be ashamed.
