Japan was using live humans to experiment with the effects of biological weapons and how best to kill people en masse. They sent balloons filled with biological agents across the ocean to california and were planning kamikazee missions carrying biological weapons to the USA but the mission was stopped because the war ended. The research of dimented doctors at Unit 731 was given to the UN in exchange for immunity from prosecution.
