Mandy, why does it matter why the person is leaving? Actually, I like that he (John Denver, the writer) left it open because people can relate the song to their own life. If I had to guess, the person is leaving to play music on tour, though you usually know when you're coming back.

The lyric really is "the taxi's waiting, he's blowing his horn." Yes, it's not the clearest way to say it because it sounds like the taxi is blowing the horn. However, these are song lyrics, not a term paper. Changing the lyric to be more correct may mess up the timing, flow, etc. It's implied that the driver is blowing the horn, so that's good enough...

...actually those are the lyrics! I hear them loud and clear, don't you? I'm a singer with a fantastic ear - my specialty is deciphering lyrics and harmonies. It's not the car that is referred to as "he", but the taxi driver. The songwriter perhaps used their poetic licence to make the words fit. I'm also an English teacher and can confirm that an English native such as myself might say "tell the taxi to wait", for example, just because it's simpler to say.
