You can pretty much use any type of liquid instead of oil. You can use plain water or you can flavor it up a bit like using soup broth for meat or vegetables. My mom used to fried pork and chicken with fruit juice.

When you said parsley flakes..I thought you were saying "Frosted Flakes" the cereal. I thought this was going to be the strangest taco recipe ever! But then again tacos with broccoli is pretty different to me.

I guess I call it tacos due to the corn tortillas, but this is something I came out with a while ago and really loved it... just make sure that when you steam the broccoli they get very soft, otherwise it will be very hard keep it in the tortilla... lol
