HAARPs man made and is in Alaska, and has the ability to do many things, like control weather and form a sort of atmospheric shield that destroys missiles on impact, one of the conspiricy theories is that its being used as a weapon to covertly take out eneimies - it terms of earthquakes and that. It also operates on the same frequency as the human brain does, so manipulation of that could turn it into a domestic weapon also.
