Think about it this way, they all say Naruto takes after his own mother in terms of persona. Most of the wishes Kushina had left Naruto with, she didn't expect him to live up to all of them, but one was to find a girl like her. You remember Kushina used to find Minato to be weird and girly and such, until he prove to her that he truly cared and how he admired her hair, and when Naruto told Hinata how he always thought she was kinda weird... besides, Kishimoto prefers her as a hero ;).
