rotational inertia of an object : how difficult it is to change velocity of the object. that includes the body's mass, but also how far each bit of mass is away from the axis. The farther out the object's mass is, the more force is required to change the rotation rate - the more rotational inertia the object has.
in the vid - the mass of the hoops is the same, but the weights of the right one are farther away - so it requires more effort to change the speed- more rotational inertia
@elephamoose Inertia is the amount of resistance to change; the one with less resistance to change can muster up speed easier than the one with more resistance to change.
this is why I always laugh when guys put the biggest wheels they can on their sports cars... congradulations... you just made it slower.
