I'd have to say Oblivion. I loved the guns in Fallout, but Oblivion offered me more fun and exploring. Plus weapon customization, and more editable clothing. Not to mention you could find use horses as faster travel, unlike Fallout which had nothing. I always thought it would've been cool to get one of those motorcycles I've seen throughout the game.
