you can use vlc to do that
you can pretty much use any video and do that to any windows ruunng computer with directx
but in this is guess he is using windows ultimate
or business

Windows Vista ultimate allows setting videos as wallpaper.

@jackpark50 or use VLC-player... in settings u can set the video as desktop wallpaper
