The monster in the first part of the game from waking up to climbing the ladder is Alois (mutilated himself he took his own eyes)

The Monster in the Potato Room is Basil (Justine blinded him with a rod of hot metal)

The Water Room monster is Malo (He is the only one not blinded but to keep it consistent they gave him the same character design of the blackened out eyes like the others)

You play as a woman called Justine, and since she and all the other mentioned persons have french names, I guess it takes place in a castle in France. It has so far (I've not beaten the DLC yet) nothing to do with the main game Amnesia, which took place in a German castle. Also the monsters are look different from the ones in Amnesia.
