Spanish moss (or spag moss) is used in special effects all the time. Wet Spag moss, raw cork chunks, and fullers earth is added to metal pans planted in the dirt with a small black powder bomb to simulate all kinds of nonflaming explosions. Its a reletively safe debris. The water serves a dual purpose as weight to make the moss fly well and fire retardent. Don't want the crew running around stomping out little fire everywhere, unless, of course that was the plan.
