There is a big difference between turn out and a tendu. A tendu is a step, and turn-out is basic in ballet, it is turning your legs out from the hip.

Actually, his first is fine due to his calves and the needed distance in his hips. Also, you are allowed to make adjustments to your second the way he does. This keeps his placement in relation to the barre safe and equal.
