They could have easily taken that footage if they have a radio for those sorts of things and they apparently already know an officer, so it wouldn't be hard to get that equipment at all

@samsungsuckscock I imagine that when the police discovered Guy Kopski's body, and discovered that he was due to marry Harleen Quinzel, it wasn't too difficult for them to put two and two together. The videos of the therapy sessions would have clinched it. They probably, armed with this knowledge, set up an ambush in the church. Harleen might even have tipped off the police as to it if Guy didn't show up or something. Honestly, I'm more surprised that the Joker didn't see this coming.
