What a shame! I caption for a living, and this makes me cringe! You have to write what you can, clearly. You have to watch your captions and correct them before they leave your buffer, if you can. I'm not saying I've never made mistakes. It's easy to do with a bump of a key. I unwittingly wrote "bottom-sniffing dogs" instead of "bomb-sniffing dogs," and it got out there before I could catch it. (I still think there was some truth to that mistake.) But THIS is horrible!
This is indeed voice recognition or "DIY" captioning. This is what the station gets when they go the cheap route and don't use human captioners. Everyone should complain to the station, the FCC, and their local Deaf and Hard of Hearing organizations.

The captions are supposed to help those hard of hearing, not make it impossible for them to understand what is being said. This was great for a laugh, but hope that the captioner was taken off the air immediately after!!!!!
As a hard of hearing person that uses CC regularly I have to say this is one of the worst examples of it that I have seen. It cannot be defended by saying that it is hard to do. A missed word now and then? Sure, but this was completely screwed up!
Shame on anyone who criticizes. I do closed captioning for a living and you have no idea how difficult it is. We captioners are dealing with people speaking at over 200 wpm and often many people talking over each other at once. And everybody has a bad day once in a while. Try it yourself and see how well you do...
Christ. Why even bother putting the CC up if it's going to be that bad?
