no man, arceus is a god. he created palkia controller of space and dialga controller of time. they then created kyogre creator of the sea, groudon creater of land, and rayquaza creator of the sky. mew isnt as strong as people thought he was anymore, but he still is one of the most mysterious pokemon though. no one knows wut happened to the mews and how they disappeared.
