You are ignorant of the statistical issues behind these tests & why they are not 100% perfect. Look up bayes theorem and, if you can understand it, you will see why there is no holy grail for HIV - and also why there was a huge fight about what year women should start getting mammorgrams (also due to false positives creating more harm than good)... mammorgrams are MUCH less sensitive than the fourth generation ELISA.
