I'm not surprised at all that people are running 4-of Goblin Outlander. With the amount of White in standard who wouldn't. I personally have a deck set with them in it for any majority-white FNM's I play at.

creature base decks are not cheap. decks running 16 main deck counterspells are cheap. counterspells drain the life out of the game.
