Theres an easier way. Get an inflation valve for a basketball/football. Insert into the balls valve to release pressure. Compress/squash the ball to remove as much air as you can. Fill up a bath or container where you can completely submerge the ball. Place the ball completely under the water and it will suck the water in until it equalizes. I filled my one until I got 5Kg, you will probably get around 7 Kg's (just over 15Lbs) if you filled completely. Works a treat and you can slam it all day.
Not sure about what type of spray paint to use without it flaking off from all the impact, sorry. As far as the maximum weight that I've gotten out of one of these rubberized basketballs... I've gotten 25 lbs. with standard play sand, but you may be able to get a little more with the paver sand that is used for the slammers. I'd be interested to see how well it bounces though when filled to capacity like that. Keep me posted if you give it a go!
