Chaff is a conductive material, in strips. The length of the strip influences its abillity to fool radar, since the foil strips (or coated fibres) act as an antenna, and the length of an antenna affects the wavelength of radiation it will emit or reflect.
Metal powders, so beloved of chemtrail conspiracy theorists, would not be useful in suppressing civil or military radars.

so whats your expert opinion of the enormous amouts of particle aluminum and other metals being put in the atmosphere toward our breathing? ..Also, maybe you can tell us why they have to test over populated areas instead over open water areas? ...no radar to practice jamming over water, just over cities?...your disinformation efforts don't quite cut it...Why are they bothering to jam weather radar?.....
Who said something of aluminium here? And who - besides that crap video above - told you of 'enormous amounts' of any material at all? I'd recommend you read something about chaff first (e.g. wikipedia - Chaff). You just need few kgs of chaff material at best to achieve such an enormous effect on radar reflection, worst case a few hundred kgs. Scattered over hundreds of square miles! I don't think you'll breathe in hair-like fibres this size at all.
Amendment: must have been thousands of square miles the material was scattered over!
Of course military is NOT bothering to jam any weather radar! That's just an unintended side effect. After that ridiculous reporting in mass media, they proceeded to announce further tests, as you can even get from the video.
