In no way did Maddow insinuate that she was blaming AIDS on anyone. This is the typical simplistic analysis, and twisting of words and meaning that goes around these forums, and is poisonous to rational debate. She was saying that Reagan refused to acknowledge the fact that AIDS had become an epidemic, and that millions of citizens of his country were suffering. As president, he should have acknowledged it, and dedicated plenty of funding for research to eradicate it.
