From what I've heard the reason Michael lip synced during the HIStory tour was cuz he had chronic bronchitis which last 3 or more months at a time in a span of about 2 consecutive years. He also had laryngitis during the dangerous tour which is why he lip sync some song and had a hoarse voice. He also lip synced at award shows to preserve his voice for tours (which didn't work out in the end). I agree he had an amazing live voice and I would have loved to hear it more!

BOTDF sounds identical to studio version, which means he isn't singing live. MJ always in a way which made the crowd aware that he is singing, by skipping phrases, changing words, modifiying the rhythm a bit or smth like that.

It's not bad, I love his BOTDF performances, sync or not.

Listen to some of his HIStory tour WBSS performances, he was clearly struggling with his sore throat. And BOTD is more difficult to perform than WBSS, it has very complicated vocal techniques. If I were him, I would have lipsynced myself also.

Usually the mic is turned off for such songs, but it can be turned on. In a lot of live performances he synced but sang a few phrases for himself, especially in the HIStory tour, where the only songs he sang live were WBSS and J5 Medley. Other songs were fully synced or sang live only in the end.
