How to add background images in Dreamweaver cs4

i have a question if you are still around..i have dreamweaver cs4 but when i hit page properties it doesnt look like your screen.. why is that? Im new to this whole web building thing so bare with me lol

i created a new folder on my desktop giving it a name and the folder was empty so i can make a new site so i can practise doing dreamwaver tutorial.i opened the folder in dreamweaver and it had everything that was on the dekstop,i went the the local files to delete everything that came in with the folder,and when i went to my desktop everything was deleted and moved into the recylce bin!!!!!why did that happen
