Naruto anime series confuse me. Everyone in the Akatsuki clan are all god like, 10 S-class ninja!!!. Why in the world would they wasted all that time and effort and chasing after the beasts. It is hard enough to beat the beast and contain them, but do it with just 2 Akatsuki. It make more sense killing the beast. Then no one can stop them. 10 Akatsuki vs the world? there aren't enough hokage to stop them.
