Only stipulations are no trucks, vans, 4bangers, no luxury cars(BMW for ex.) and the vehicle must be able to comfortably seat 4 adults. Officers here use mostly SUVs and Muscle cars like Mustangs and chargers. I've only seen 1 camaro and 1 new challenger.

This is one of the many cases where WWPV edited the film to make it look like the cops got him. In reality, he got away - but the kid parked the car outside his house, so police were able to find him the next day when they ran the plates. If you look at the video of when it "broke down" - you'll notice they just re-played an earlier part (i think from when he was about to turn around) and slowed it down.
