It all depends on what you consider to be the standard for their military. The Russian Federation call up troops from all of its participating states, they have many branches of their ground forces and skill varies greatly from conscripts to local volunteers to regulars, VDV, Marines.
You can judge the Americans of the skills of the Marines or the national guard, huge difference in skill depending on the purpose and branch.
