the reason the overflow is that size is because its a common size, so you can connect a gardenhose.

these do work well but having two or three daisy chained together is the way to go

pretty small over flow outlet - what happens when the barrel is full? can that overflow plug really handle a lot of rain at one time?  what happens when you have 3 inches of sludge in the bottom of it - how would you move it to clean it?

Most of the rain water collection systems I have seen only tap a small part of the total water coming from a roof. If they fill up they just have the water backup into the main drain stream...wherever it would normally drain. As far as cleaning it....I guess you would just drain it out and open the lid on top and then clean it out.
