This is what happens when you help a lesser evil combat a greater evil. This has been a US policy for waaaaay too long. I don't think the Government expressly let drug trafficking take place, I think this is more a case of the Nicaraguan rebels taking advantage of CIA help and assets to aid their drug trafficking. People are corruptible [believe it or not] and it's easy to see a few CIA agents going rogue to get PAID in the drug trade. Some cops do it and some Politicians do it. It's a weakness.
