Soooo in case you forgot, this storm was caused by a fucking typhoon in Japan. I've lived in the area for about 16 years now and storms hardly ever dump this much rain in such a short period. It'd be irresponsible for them to spend money on trying to prevent something that almost never happens. How often do Muni stations have a problem with this much water? Hardly ever.

This flood was not in any way caused by typhoon Melor. Melor was the storm last Tuesday. This storm was only supposed to bring light rain. The core of the low pressure associated with the front energized as it came on shore. To your point it IS a rare event.

No I didn't forget. I think that storm from japan was what happened two weeks ago. And yes, it is irresponsible for muni to spend money to prevent something that almost never happens. So you are right in this one. But we should also forbid them from putting in money to prevent fights? Or even money towards training to better their staff so that they don't fall asleep behind the wheel and/or control. You've lived in the area for about 16 years, but I've taken muni for 25 years of my life.
