I don't know who voices Blue Monkey in the US version of the game, but Richard Pierce voices him, and Kakeru, in the European version. He also voices Satoru in the European version of Ape Escape 3.
I found it to be weird, too, mate. Technically, I like the PAL version way more than the American one. In my opinion, the American version strays too far away from the original story that the European version replicates perfectly.
I know they are the same game, but, from what I've noticed, the Americans try to stay as close to the Japanese version as possible, but then, before you know it, they completely change most of the original story, and most of the lines and sentences, something that the European version doesn't.

actually.....this game's script is almost exactly the same as the american version! ae3 blue sounds like a cockney/scottish guy

Lol, I don't know if Sonic would be like that as a monkey, but somehow, I think that the accent really suits him better than a lame ass US version.
