More the program is caused by this screech. The ZX Spectrum, in common with a lot of home computers of the time, stored programs on audio cassettes as tones. Most computers sensibly did this silently, but the Speccy let you hear all the screeching. The blue/red stripes are the lead signal (lets the tape interface know that data is coming) and the blue/yellow stripes are the data. The short burst of data is the program information, and the longer one is the program itself.
