If it is for PC, it's not modded, just changed settings with console and changed de population.txt file to only have riot. Example: frenchquarter { common_male_riot 100 } ceda { common_male_riot 100 }

Console commands:

z_common_limit to 300 (if there was 300)

first_aid_kit_use_duration 0 (maybe it is 0.1, but I think it is 0)

Now the witch could be only some bug or something like that, or maybe it's a plugin. It's not a hack.

If it is for Xbox360 it's modded. That is my opnion
