Horses are also vulnerable to CS gas. If they come in with horses CS deployment can scatter horses. They can respond by putting gas masks on horses however they don't always do that before hand. If unprotected, once hit with CS gas the horses will likely be out of commission for hours. Be careful of prevailing winds so you don't gas your own.
Also, well designed cloptrops can disable police on foot and blow out the tires of their cars.
Once deployed they can clear them by hand however this takes time and you can maneuver and push them off balance. Once they've cleared cloptrops you can just throw down more. Men on horse generally won't go into cloptrops regardless of how effective just as generals won't order men into minefields. Bad for moral.
Also, if you have a welder you can weld together nails to make cloptrops. This ancient device is a powerful tool that can be deployed in seconds to render police on horseback absolutely useless. They are similar to the jacks that kids play with in that no matter how they land there is a sharp end pointing up. Horse shoes do not protect from clop trops which can pierce the soft center of a hoof and cause the horse to rear up. You can block an entire street with these and stop horse attack.

Besides, pepperspray is no big deal. When I was a Marine, we'd go into the gas chamber and do PT in a room full of CS gas. It's just extremely uncomfortable. That's the point. The next thing the cops could do was smack em with clubs.

What the camera didn't show anybody was the police chasing King down the freeway and through residential areas at over 100mph, or King resisting arrest and attacking the police. King was tasered twice and still the cops couldn't subdue him. If he had killed somebody in the chase, it would have been a non-issue.
